An Open-ended Intergovernmental Preparatory Committee
 
The International Ministerial Conference will be preceded by an open-ended intergovernmental preparatory committee in two sessions, which will facilitate the preparation of a draft final outcome. The preparatory committee meetings are open to member States of the United Nations and its observers. Arrangements will be made to involve the representatives of the relevant regional, sub-regional and professional organizations and the private sector.

The first session of the intergovernmental preparatory committee,
New York, 23-27 June 2003

The sixth meeting of Governmental Experts from Landlocked and Transit Developing Countries and Representatives of Donor Countries and Financial and Development Institutions will serve as the first session of preparatory committee. The committee at its first session will prepare a draft outcome of the International Ministerial Conference and initiate its negotiations. It will also make a list of deliverables, which will be submitted by the regional commissions, UNCTAD and other relevant organizations. Furthermore, the first session will address issues relating to the election of the bureau and the format of the Conference.

The second session of the intergovernmental preparatory committee,
Almaty, 25-27 August 2003

A three-day Meeting of Senior Officials will serve as the second session of the preparatory committee. The task of the meeting is to finalize the text of the draft final outcome.
